The flag has the arms on a white canton. The rest of the field is burgundy on 
the upper half, while the lower half is divided in two stripes of green and 
blue.

Only half the flag is shown (the other half is folded back). I would note that the town website at http://ville.saint-eustache.qc.ca/fr/accueil has a link to a page about the municipal symbols (http://www.ville.saint-eustache.qc.ca/fr/PDF/Cahier%20normes%20St-Eus05.pdf), wherein the flag is described as the having the arms on a white field (p. 13)
The arms are described as:
The first part evokes the church, the religious 
and political history of Saint-Eustache.
The second part symbolizes the 
levels, the soil fertility and the vigour and richness of the region represented 
by the oak which gave its name to the river that irrigates the land.
The 
third part symbolizes the waters of the Thousand Islands River, which flows from 
the Lake of Two Mountains.
Finally, the motto is taken from the poet Virgil's 
Georgics: "God gives us this place of peaceful life.
