The flag features the city logo. From the city website (in French):
Le logo de la Ville de Cabano représente avec ses trois voiles gonflées, les trois axes de développement de la ville. Soit le niveau industriel, commercial et touristique. Les trois lignes courbées représentent l'entraînement du vent dans les voiles qui définissent la Ville de Cabano comme étant active dans le développement de son milieu.

With its three filled sails, the logo of the town of Cabano represents three forms of town development. These are industry, commerce and tourism. The three curved lines represent the wind captured in the sails which demonstrates the town of Cabano actively involved in the development of its environment.
