The two trilliums symbolise the English and French cultures of Ontario.
The Fleur de lys represents the francophone people which is the larger population group in the municipality.
The Barn, the center of the flag, is the significant theme and symbolises the farming community of the municipality.
The Water Waves at the bottom of the flag represent the three branches of the Castor river which crosses the municipality.

located in the United Counties of Prescott and Russell which covers part of
Eastern Ontario, Canada. It is located immediately east of Ottawa, the city
limits of which are just over 2 km west from Russell but its downtown core is
about 40 kilometers (25 mi) northwest of Russell."
