The Earth in the center is populated with (clockwise) an inukshuk, a moose head, a walrus, a seal,
a narwhal, a polar bear, and a spear-wielding Inuit.

The writing on the blue part of the rim, seems to read "ᕼᐊᒪᓚᐜᒋᑦ ᕋᓴᓗᑦ ᐸᐃ" ᕼᐊᒪᓚᐜᒋᑦ ᕋᓴᓗᑦ ᐸᐃ (H-amalaaicit Rasalot Pai).
The town’s Inuit name is given in the English Wikipedia article above as ᖃᐅᓱᐃᑦᑐᖅ ᖃᐅᓱᐃᑦᑐᖅ (Rkaosoittork) =
Qausuittuq, which is not the name on the flag, which seems to be rather a inuitization of the English/French name Resolute.
