Unequal triband of dark blue, white and dark blue charged on the white area with a local badge. This badge, shaped as a lying ellipse, shows a landscape scene featuring a rocky promontory.
Holman, with a population of 433 (as of 1996), is also called by the traditional name of Uluqsaqtuua (meaning "where there is copper") and is located at 70°43'N lat. and 117°45'W long., on the southern shore of Victoria Island (or rather of the part of it that belongs to NWT). Local languages are Inuinnaqtun and English, and the community belongs to the electoral district of Nunakput and to the land claim area of Inuvialuit.

In 2006, the community was renamed with the traditional name, Ulukhaktok,
meaning "the place where ulu parts are found", or "a large bluff where we used
to collect raw material to make ulus".
