FORTUNE, a name that means "a place of good fortune", has for years been recognized as the "Gateway to St. Pierre et Miquelon, a result of its close proximity and its historical ties to the French Islands. Although its existence can be traced back to 1583, its recorded history dates from 1763.
[It is] the only Newfoundland port which provides a regularly scheduled ferry service to the French Islands. It is also one of only three ports of call for foreign vessels entering the province.

In common use in Newfoundland, the word fish means cod (or codfish). Anything that isn't cod is called by its name
(haddock, halibut, redfish, etc.) I would presume that the inclusion of a fish on
the flag implies cod unless is specifically is named otherwise.
