Penticton is at the south end of Lake Okanagan, and the sea monster seen as the sinister supporter in both Penticton's and Kelowna's arms is Ogopogo, the legendary monster of the lake.
from BC Stats:
Incorporated in 1909, Penticton has a total land area of 42.42 square km (2001 Census). By highway the City is 393 km east of Vancouver and 78 km south of Kelowna. Penticton is in the Okanagan-Similkameen Regional District.
BC Stats gives the population at 33,000, the largest city in the Regional District of Okanagan-Similkameen.
The Regional Distirct also includes Keremeos, Oliver, Osoyoos, Princeton, and Summerland.
Note that the Okanagan region extends into Washington
State, and nearby Okanogan County (US) is spellt differently.

The sun featured prominently in the heraldic flag alludes to the sunny
weather in the Okanagan compared to the soggy Southwest. It also shows up in
  the flag of Oliver BC.
