Description of the flag

The City of Duncan BC is on Vancouver Island, in the Cowichan Valley Regional District; it is about 60 km north of Victoria and 50 km south of Nanaimo. The area is 345 ha and the population is 4700 [Source cvrd.bc.ca]. The city has 80 totem poles which give the city the slogan "city of totems", and it also is the home of the World's Largest Hockey Stick. The hockey stick in question was made for Expo 86, and leaned against the then-World's Tallest Flagpole (86m) for the duration of the Fair (the pole came to Surrey). I don't know if the giant puck that was displayed with the stick went with it to Duncan.

A new flag was unveiled on 4 March 2012 during the celebration of the 100th anniversary of the town's foundation The flag shows five salmon, which represent the five First Nations around Cowichan (Koksilah, Somena, Quamichan, Comiaken and Clemclemaluts), circling an image of City Hall with Mt. Prevost in the backdrop. According to Duncan Councillor Sharon Jackson, who designed the flag, the green represents the trees and mountains while the blue represents the Cowichan River.

I have a drawing which comes from The Flag Shop's archives which shows a sketch of the flag. The colours and proportions are confirmed, but there is no writing on their version. My guess is that the first flags were made without the writing and that the city came back and said "it needs our name on it", but this is only a guess so far.

There is a note in the minutes of the meeting of the Regular Meeting of Duncan City Council held on 10 January 2000 as follows:

Councillor Jackson advised Council that she wishes to propose to Council a change in the colours of the City Flag. She said she would bring her ideas forward at a subsequent meeting.

However, it has not proved possible to locate any further record of discussion or decision on the city flag in the other sets of minutes provided by the council on their web site.
