It appears the logo was first used by the village council in 2022, certainly marking the 2022-2025 administration's term under Chairperson Seleny Villanueva Pott.
The earliest usage I can find on their Facebook page, however, was in 2023.

The Village Council seal has a decorated outer ring, with two dots in its main border marking the separation of a legend. At the top it reads "SEAL OF CAYE CAULKER"; at the bottom "VILLAGE COUNCIL". In the center is a sailboat, a direct representation of its status as an island. The entire seal is in turquoise, certainly a representation of its waters.

Caye Caulker Village Council uses a white flag with the full color emblem on
it. I couldn't find that logo, but I do have a photo of the flag.

Before 2022, the council used what appeared to be a makeshift flag using its logo; I am not entirely sure if it was official.

The logo before 2022 depicted two palm trees on each side, over sand overlooking the water, and had a rectangular form. Between the palm trees was its name: "Caye Caulker Village Council".
Obviously, this is a very typical Caribbean coast scene.
