Verkhnedvinskiy rayon has one settlement council (Urban Settlement of Osveya) and 9 village councils: Bel'kovshchinskiy, Bigosovskiy, Borkovichskiy, Volynetskiy, Dernovichskiy, Kokhanovichskiy, Osveyskiy, Sar'yanskiy, and Shayterovskiy village council. Only the Settlement of Osveya has official symbols, adopted 20.01.2006.
