The flag features the coat of arms of the state of Saõ Paulo.
The coat
of arms of the state of São Paulo was prescribed by State Decree No 5,656 on 29
August 1932, during the Constitutionalist Revolution. It was
designed by the painter Wash Rodrigues (1881-1957) and used until 1937, when the
new Federal Constitution of the New State set up by Getúlio Vargas suppressed
the symbols of the state. In 1946, the new Constitution allowed again the use of
symbols by the states. The coat of arms of the state of Saõ Paulo was
reestablished by Decree-Law No 16,349 on 27 November 1946, whose Article 1
reads:
"O brasão de armas, adotado pelo Decreto Estadual nº 5.656, de 29 de
agosto de 1932, assim ordenado:
Heráldica: “Em escudo português de goles,
uma espada com o punho brocante sobre o cruzamento de um ramo de louro, à destra
e um carvalho, à sinistra, passados em aspa na ponta, e acostada em chefe das
letras SP, tudo de prata”.
Timbre: “Uma estrela de prata”.
Suportes: “Dois
ramos de cafeeiro frutificado, de sua cor, passados em aspa na ponta”.
Divisa:
“Em listel de goles, brocante sobre o cruzamento dos suportes, ‘Pro Brasilia
fiant eximia’ de prata, cujo significado é ‘PELO BRASIL FAÇAM-SE GRANDES
COISAS’”.
"The coat of arms, adopted by State Decree No 5,656 on 29 August
1932 shall be made of a Portuguese shield gules, a sword with a hilt all over
over two branches crossed, laurel dexter and oak ("carvalho") sinister, accosted
by the letters S and P argent; the shield surmounted by a star argent and
flanked by two branches of coffee with berries, in natural; a scroll gules with
the writing "Pro Brasilia Fiant Eximia" argent", meaning "They make great things
for Brazil." The current official model of the coat of arms was sculpted by Luis
Morrone (1906-1988); it was inaugurated on 16 March 1987 by Governor Orestes
Quércia in the Palácio dos Bandeirantes.(1)
The
sword symbolizes force and justice as well as the resistance to an unfriendly
attack. The laurel symbolizes victory. The coffee branches recall that coffee
has been the basis of the Paulista economy since Emperor Pedro II.(2)

Decree 18 281 of September 6, 1948, created the flag of the governor of Saõ
Paulo, according to this decree the flag consists of 13 horizontal stripes of
equal size, the first black the next white, alternately, taking the coat of arms
of Saõ Paulo at the center, reaching the half of the first and last white
stripe.
The Decree No. 11 074 of January 5, 1978, regulates its use:
The flag of the State Governor
"Article 19 - Where the Chief Executive is in
the State seat of government, will fly the flag of the Governor, established by
Decree No. 18 281 of September 6, 1948.
Unique paragraph - The flag of the
Governor will also be raised:
1 - In state offices, where the State Governor
is present
2 - In places within the state territory, where is residing the
Governor of the State"
