According to Album des Pavillons
[pay00], the flag of the Chief of Naval Staff is square, Navy blue with a white anchor in lower fly and white stars in canton. The number of stars depends of the rank of the officer holding the position, being either three (Vice Admiral) or 2 (Division Admiral, that is a Rear Admiral).
The car flag of the Chief of Staff of the Navy (now obsolete) was different.

The Belgian Chief of Naval Staff is currently a Division Admiral (divisie-admiraal/amiral de division). He can be seen, with his flag, on the Belgian Navy website.

According to Album des Pavillons [pay00], the flag of the COMOPSNAV is square, Navy blue with a white anchor in lower fly. When the COMOPSNAV holds rank of Flotilla Admiral, the flag has a white star added in canton.
