From the National Constitution: Article 4(3) The national emblem of the Republic is the national flower Shapla (nymphaea nouchali) resting on water, having on each side an ear of paddy and being surmounted by three connected leaves of jute with two stars on each side of the leaves. . The 1972 Flag, Anthem and Emblem Law repeats the constitution and provides for an image. There is also this document with additional meanings and rules. "The National Emblem is a symbol that represents the People's Republic of Bangladesh. It comprises the national flower water lily (locally called Shapla, scientific name -Nymphaea pubescens), resting on water, flanked by sheaves of paddy and surmounted by three connected leaves of jute with two stars on each side of the leaves. Bangladesh is a fertile land and its landscape and economy are characterized by water, paddy, and jute. The aquatic blooming flower Shapla, is a symbol of promise, aesthetics,and elegance. The water lily is known for its beauty and resilience - often blooming in the calm waters of Bangladesh's numerous rivers and ponds. Paddy is the staple food of its people. Bangladesh is the largest jute producing country and historically, jute is known as "Golden Fiber of Bangladesh, a major cash crop and an integral part of the country's agriculture and economy. Jute is widely accepted for its durability and eco-friendliness. The stars symbolize the aims and ambitions of the nation. Thus, this symbol represents Bangladesh as a naturally colorful and fertile landscape with self-reliance, progress and prosperity." (Ministry of Foreign Affairs)
