For what purpose is this flag used? Is it a museum flag?

I have not seen this flag before. It has three horizontal stripes blue-white-brown(?), with the white stripe thicker than others. On the blue stripe there seems to be an Australian CoA above the words "Australian Government" in black. On the white stripe, in black, is the word "AUSTRALIA'S" above the words "National Heritage" using cursive letters superimposed on a grey symbol with swirls to bottom left and top right.
The phrase "Australia's National Heritage" seems most often related to the
National Heritate Trust and National Heritage List, which mostly deals
with places considered to be of national importance. However, the same section
of the Department for Environment and Water Resources was responsible for
funding the voyage of the replica Duyfken, on which the flag was photographed flying.
