Council website www.wellington.nsw.gov.au does not mention the
flag, and shows a picture of the council offices with flgpoles, but no
flags visible. However,

mentions that there are four flags flying outside the Wellington-Osawano
Japanese Gardens - the Australian national flag, Japanese national flag,
Wellington council flag and the Osawano Town flag. Does anyone know what
the flag is?
