The first city to answer me is the city of Wiener Neustadt, southeast of
Vienna.

The "Stadtwimpel", the image of which you got from the city, looks like the usual table flag design, especially as it includes mural crown and city name. Proper flags (vertical flags most
probably) perhaps do not contain these two items (at least not the inscription).
In the book Die Städte Niederösterreichs [glm82] the coat-of-arms is described and also the city colours, namely white-red.
As Wiener Neustadt is a Statutarstadt, i.e. a city with own statute not belonging to a district (Politischer Bezirk), the arms and city
colours are also described in the city statute:

§ 3: Wappen, Farben und Siegel der Stadt
(1) Das Wappen der Stadt Wiener Neustadt ist ein viergeteilter Schild, der in seinem ersten und vierten Feld ein Gold einen goldbeschnäbelten
rotbezungten nimbierten und mit einer silbernen Kaiserkrone halsgekrönten schwarzen Doppeladler, in seinem zweiten und dritten Feld
in Rot auf einem grünen Dreiberg einen silbernen zweitürmigen zinnenbekrönten Torbau, dessen
durchbrochenes Rundbogentor mit hochgezogenem goldenen Fallgatter von je einer schwarz geöffneten
Schießscharte beseitet wird, dessen Türme mit je einem geöffneten Fenster versehen sind und der zwischen den Türmen einen schwebenden
rot-weiß-roten österreichischen Bindenschild zeigt.
(2) Die Farben der Stadt sind weiß-rot.
(3) Das Siegel der Stadt weist das Stadtwappen (Abs. 1) mit der Umschrift „Stadt Wiener Neustadt“ auf.
(4) Das Amtssiegel des Magistrates weist das Wappen und die Umschrift „Magistrat Wiener
Neustadt“ auf.
