I found several photos of the flag of the Municipality of Herat. The symbol
of eagle with the key is generic municipal symbol, so I guess only the
inscription shows the name of the municipality.

Known as “the Pearl of Khorasan”, Herat is the third-largest
city of Afghanistan, with a population of about 436,000 inhabitants and is the
capital of Herat Province. Herat is situated in the fertile valley of the Hari
River in the western part of the country.
