Going through hundreds of photos I have been unable to spot a single Nicaraguan vessel (at anchor or at sea) flying any sort of flag at its bows.

My hypothesis is that someone spotted a photo of a Nicaraguan patrol boat dressing overall, which in that case had the 'Z' flag at the bow, and as such was mistaken as a jack. As we do not have the photo, this is just my hypothesis.
