I noticed that the flag of the new Papua Pegunungan province is now showing, and is listed as Blue with a logo. I couldn't find any live photos of either version, but i think the green one does look a bit cleaner:

However, at this November 2023 ceremony, https://papuadalamberita.com/mendagri-lantik-ali-baham-temongmere-jadi-penjabat-gubernur-papua-barat/ this shows the Governor of the province at a swearing in ceremony. The flag, to the far right, has the emblem of the province on gold. https://asset-2.tstatic.net/papua/foto/bank/images2/24112023-Wamenaa.jpg is a photo from November 2023 as well, from the province itself, showing the same arms on a gold background. Truthfully, I have no clue what is the official color is. However, I contend that green was never a color used "in the field" but only used on Wikipedia. Even the main image lacks a source other than "local legislation" and did not include a hyperlink or reference information to where I can double check/confirm.

From your links and the one Paris send I think the changes that this provinces regional flag is supposed to have a gold background are very high.
