KENNETT TOWNSHIP
CHESTER COUNTY, PENNSYLVANIA

ORDINANCE NO. 296

AN ORDINANCE OF THE TOWNSHIP OF KENNETT, CHESTER COUNTY, PENNSYLVANIA AMENDING THE CODE OF ORDINANCES OF KENNETT TOWNSHIP TO ADOPT AN OFFICIAL TOWNSHIP COAT OF ARMS, CREST, SEAL, AND FLAG; REPEALING ALL INCONSISTENT ORDINANCES OR PARTS THEREOF; PROVIDING A SEVERABILITY CLAUSE; AND PROVIDING AN EFFECTIVE DATE

WHEREAS, the Board of Supervisors of Kennett Township has enacted the Code of Ordinances of Kennett Township which contains, inter alia, administrative legislation; and

WHEREAS, the Board of Supervisors desires to adopt and use an official Township Coat of Arms, Crest, and Seal, on all correspondence, its website, and all other means of communicating with the public, and an official Township Flag for display at the Township Building; and

WHEREAS, the Board of Supervisors has chosen an official Township Coat of Arms, Crest, Seal and Flag that contains elements that reflect the history, heritage, and culture of Kennett Township; and

WHEREAS, the Board of Supervisors desires to adopt the Coat of Arms, Crest, Seal, and Flag as the official Township Coat of Arms, Crest, Seal, and Flag of Kennett Township, and provide for their use on all manner of communications with the public and for display at the Township Building;

NOW, THEREFORE, it is hereby ENACTED and ORDAINED by the Board of Supervisors of Kennett Township, Chester County, as follows:

I. Part I of the Code of Ordinances of Kennett Township is amended to add a new Chapter 4 as follows:

“CHAPTER 4 – OFFICIAL TOWNSHIP COAT OF ARMS, CREST, SEAL, AND FLAG

ARTICLE 1 – ADOPTION OF OFFICIAL TOWNSHIP COAT OF ARMS AND CREST

Sec. 4-1. A Coat of Arms and Crest, a description of which appears below, is hereby adopted as the Official Coat of Arms and Crest of Kennett Township, Chester County, Pennsylvania, and it shall be used on all manner of communications generated by the Township in its official capacity.

ARMS: Per pale Vert and Argent three American Sycamore Leaves the stems conjoined in pallcounter changed.

CREST: On a wreath Argent and Vert A Representation of the Old Kennett Meeting House in 1777 proper in front of a demi Sun in splendor Or between on the dexter the Flag of the United States of America in 1777 bendwise and on sinister the Flag of Great Britain in 1777 bendwise sinister proper.

Sec. 4-2. A rendering of the Official Township Coat of Arms and Crest is attached hereto as Exhibit “A” and incorporated herein by reference.

ARTICLE II. ADOPTION OF OFFICIAL TOWNSHIP SEAL

Sec. 4-3. A Seal, a description of which appears below, is hereby adopted as the Official Seal of Kennett Township, Chester County, Pennsylvania, and it shall be used on all manner of communications generated by the Township in its official capacity.

SEAL: The Coat of Arms and Crest of Kennett Township, Chester County, Pennsylvania, between two curling red ribbons linked at the bottom by a red oval containing a mushroom, all surrounded by a green circle edged on each side in gold containing the words in gold, “Kennett Township” at the top and the Arabic numerals “1704” at the bottom. Between the words is a gold keystone.

Sec 4-4. A rendering of the Official Seal is attached hereto as Exhibit “B” and incorporated herein by reference.

ARTICLE III. ADOPTION OF OFFICAL TOWNSHIP FLAG

Sec. 4-5. A flag, a description of which appears below, is hereby adopted as the Official Flag of Kennett Township, Chester County, Pennsylvania.

FLAG: The Coat of Arms of Kennett Township, Chester County, Pennsylvania, namely: Per pale Vert and Argent three American Sycamore Leaves the stems conjoined in pall counterchanged; on a square banner of varying size as necessary.

Sec. 4-6. A rendering of the Official Township Flag is attached hereto as Exhibit “C” and incorporated herein by reference.

ARTICLE IV. DESCRIPTION

Sec. 4-7. A description of the Township Coat of Arms, Crest, Seal, and Flag is attached hereto as Exhibit “D” and incorporated herein by reference.

II. All ordinances or parts thereof inconsistent with the provisions of this Ordinance are hereby repealed to the extent of the inconsistency.

III. The provisions of this Ordinance are declared to be severable. If any provision on this Ordinance is declared by a court of competent jurisdiction to be invalid or unconstitutional, such determination shall have no effect on the remaining provisions of this Ordinance or on the provisions of the Code of Ordinances of Kennett Township.

IV. This Ordinance shall become effective five (5) days following its legal enactment however the use of the newly adopted Coat of Arms, Crest, and Seal shall begin when current supplies of Township documents bearing existing graphics have been exhausted. The Township Manager shall obtain a new seal embosser containing the Official Township Seal adopted by this Ordinance and shall obtain a new Township Flag as adopted by this Ordinance for display at the Township Building.

Seal

The Township Seal consists of the Arms and Crest between two wavy red ribbons symbolizing the two branches of the Red Clay Creek which runs through the Township. They are joined at the bottom to a small red oval with a mushroom on it. This gives reference to Kennett’s signature industry. On the circular band surrounding the Arms are the words, “Kennett Township,” and at the bottom the year, “1704,” indicating the year the Township was established. Between the words at the top is a gold keystone indicating the Commonwealth of Pennsylvania

Coat of arms

The American Sycamore tree is found all over the Township and can be recognized by its white branches and mottled trunk. A large one stands beside the Township building. In colonial times sycamores were planted by streams to indicate drinkable water and, indeed, many are still to be found along the Red Clay Creek today. The Arms of the Township feature shield with three sycamore leaves “in pall,” that is flaring out from a center point in the counterchanged colors of green and white. The three leaves indicate the three centuries that the Township has been in existence.

Crest

The Crest on a wreath at the top of the shield consists of a depiction of the Old Kennett Meeting House in front of two flags - the 1777 American and British banners. Behind all is a rising sun. This reminds us that the Battle of the Brandywine - the largest battle of the American Revolution - began in Kennett Township. The rising sun represents a new dawn of freedom for those who used the Underground Railroad and found their way to the Kennett Meeting House and to other homes of abolitionist Quaker families.
