flag, with the coat of arms centered on
white and black quarterly (town
rank) background. Flag and arms adopted and published in the official

The arms are Azure a castle Argent masoned and open and litten Sable and a
winged serpent Argent emphasized Sable. Mural crown argent with four visible
towers (town rank) and white scroll reading in
black upper case letters "Notável Vila de Serpa", this augmented inscription
denoting military valour.

This winged serpent is a canting element: "Serpe", a cognate of this
toponym, is Portuguese “heraldese” for, exactly, a winged serpent.
It shows also as a crest of the pre-1910 national
arms (and thence in the emblem of F. C. Porto),
and on the municipal coat of arms of Vila do
Bispo.

It is a fairly typical portuguese communal flag, with the coat of arms centered on a white and black quartered (town rank) background. The banner should have silvery and black tassels and cord, and golden pole and spear finial. Flag and arms adopted and published in the official journal Diário da República : III Série in 2001.06.28:

Pias Commune is one of the seven communes of the Serpa Municipality; it had
3036 inhabitants in 2001 and covers 163,68 km².

"Pias" means "(kitchen) sinks" (or even "toilets"), though that is
not the actual etymology for this toponym. But thankfully no canting for this
one!
