It is a quite typical portuguese municipal flag, with the coat of arms
centered on a red plain background. The coat of arms is or, a hand of the
same (?) holding a palm vert, bellow five eschuteons set in cross each charged
with a saltire of five plates, all betwen two St. James crosses gules charged
in its hearts with a pelican in its piety or, each above a tower gules. (Lots
of strange things in this blazon — I sure would like to see the official text…)

rank) and white scroll reading in black upper case letters
"VILA DE PALMELA". The arms are canting, as
"palmela" means "small palm".

Plain (monocolored) portuguese subnational flags are
not allowed to have armless
variations: plain flags always carry the coat of arms.

Palmela municipality had 45 150 inhabitants in 1990, and it is
divided in 5 communes, covering 462 km². It belongs to the
Setúbal District and to the old province of
Extremadura.
