The municipality of El Fresno (519 inhabitants in 2006; 1,263 ha; 1,075 m a.s.l.) is located 9 km south-south-west of Àvila. The population of the village has remained stable all over the 20th century. Traditional cattle-breeding is recalled by the "Las Toras" festival, celebrated on 16-17 January, for St. Anthony's Day, during which the children dress as bulls (in Spanish, "toros").

The flag and arms of El Fresno are prescribed by a Municipal Decree issued on 20 January 2003 following adoption by the Municipal Council on 4 December 2002, and published in the provincial official gazette No. 15, 30 January 2003.
The flag is rectangular, in proportions 2:3, made of three vertical stripes in respective proportions 3:1:1, red with a white ash, white and green.

The coat of arms is:
"Argent an ash vert, chapé gules dexter a garb of stalks or sinister an ewe's head argent. The shield surmounted by a Royal crown closed." The ash is canting (in Spanish, "fresno," from Latin, "fraxinus", cognate with French, "frêne").
